Logline:
Poisoned water from the lake threatens to ruin the city. The pedantic governor, trying to save his hometown, is forced to sacrifice the life of his own brother.
Synopsis:
Petr is a true patriot and defender of his village. His entire life was spent in his small homeland in a Karelian village, where he fought against poverty and devastation. For him, this business became the meaning of life. Having taken responsibility for the prosperity of his beloved village, Petr receives a good education and enlists the support of an oligarch, which helps him achieve the post of head of local government. Petr's excessive desire to control every little thing manifests itself in his guardianship of his younger brother Roman and his family.
Roman is a doctor with extensive experience, an activist in the environmental movement "Clean North", who tends to find imperfection in everything and, with the tenacity of a wild animal, is capable of fighting to restore injustice. A scientist and a rebel in one person, he is always creating problems for himself and his family. In an attempt to find an ideal world in which truth prevails, Roman goes north to treat seriously ill people. Cold and hunger harden Roman, but when faced with injustice, the doctor understands that there are things he is not ready to put up with.
Returning to his native land, Roman finds himself under the protection of his brother, who has arranged for him to become the head physician of a rural hospital in the hope that he will finally settle down. However, the doctor does not sit still and, as if he were a young rebel again, continues to look for another "feat", which will soon literally fall on his head. Having discovered the healing properties of hot springs, the doctor gets the idea of opening a spa hotel, which will provoke a tourist boom and put an end to poverty and devastation.
Having weighed all the pros and cons, the smug and sly Peter attracts large investors to implement Roman's promising idea. The brothers put their joint efforts into building a Spa Hotel that can compete with the world-class Spa Hotels of Russia. But suddenly it turns out that the hot springs on which the hotel is built are pure poison, and the culprit is Roman's father-in-law's plant from the mill valley, which has been poisoning the village for three generations.
The doctor demands that the Spa Hotel be closed and a new water pipeline be installed in the village, regardless of the financial consequences that the town may face. But the views of the two brothers are radically different. Peter, being more reasonable, understands that the village simply cannot afford replacing the water pipeline, and the Spa Hotel, which is ready to open, may not open at all in the event of such a force majeure, thereby depriving the residents of hope for a comfortable future.
Under pressure from those in power, Peter tries to silence his brother. Roman does not relent. Having received the results of the water test conducted by the Moscow laboratory, he prepares an article for the local newspaper. Journalists and the public support the doctor until Peter intervenes and accuses his brother of lying.
Blinded by hatred for his brother, the doctor accuses the authorities of poisoning the city and decides to reveal his truth to the people, despite the ban. Peter, who has received threats from the oligarch, tries to disrupt the meeting and does his best to prevent his brother from reaching the podium. Unsuccessfully trying to speak, the insulted Roman breaks out at the people, as a result of which he receives a verdict from the crowd - "enemy of the city".
Peter is unable to protect Roman from the attacks that he himself is the cause of. Trying to save his reputation, he unwittingly sacrifices his brother's life. The powers that be make it clear to Peter that the doctor has signed his own death warrant by not wanting to resolve the issue peacefully. And at the behest of the powers that be, local bandits dump the doctor's dead body in the hot springs.
The irony of fate turned out to be the story of the relationship between two brothers, Peter and Roman, like Cain and Abel. But our Roman, the "savior", rests in the source of poisoned life, and the "enemy" - Peter, like Judas, mourns the loss.
